The South St. Paul HRA owns and manages the Nan McKay and John Carroll Highrises for a total of 296 one bedroom apartments. Each apartment is designed for independent living for individuals with low to moderate income levels.

The minimum age requirement for admission is 50 years of age. Preference is given to applicants 62 years of age or older, persons with a verified disability, South St. Paul residents and Veterans/Spouses of Veterans.
Building amenities include controlled entry system, on-site resident caretaker, 24-hour emergency service, elevators, laundry facilities, window air conditioner, community room with kitchen and resident activities. Sixteen apartments are handicapped accessible.
Rents are based on 30% of a tenant’s monthly adjusted income with a minimum rent of $25.00 and a maximum rent of $640.00. Heat, water, sewer and trash are all included in the rent. Tenants are responsible for the excess electricity consumed by the air conditioner ($5.00 per month year round). Tenant paid utilities include telephone, cable television and internet service. Each building has an assigned parking area. Street parking is also available. The security deposit is equal to the total tenant payment or $100.00 whichever is greater.
Applicants must meet eligibility requirements prior to becoming a resident. This includes meeting program income guidelines, providing good landlord references and passing a criminal background check. Applicants must be citizens or legal aliens.
The HRA’s pet policy allows for one dog or cat (not exceeding 20 pounds). The pet deposit is $200.00.
