Economic Development

South St. Paul desires economic development to provide jobs, increase tax base, and offer goods and services for its citizens. Businesses and industries who are considering moving to South St. Paul, or existing businesses and industries who are considering expansion can obtain helpful information from the HRA regarding land use and environmental regulations, approval processes and available buildings and sites. Housing Choice Voucher Program

The Housing Choice Voucher Program is a federally funded program designed to provide affordable rental housing for families of two or more and eligible single persons including those who are at least 62 years of age, disabled or displaced by a natural disaster. Eligible families are required to find their own housing in the private rental market. Households are responsible for paying 30% of their adjusted monthly income towards rent and the remaining portion is paid by the HRA directly to the landlord on behalf of the tenant.

Senior Public Housing Program

Senior Public Housing provides affordable one-bedroom apartments for persons 50 years of age or older. Residents pay 30% of their monthly income for rent. The developments feature on-site caretaker, security building, elevators and resident activities. The HRA has contracted with DARTS to provide an Independent Living Program that offers affordable meals and services to residents who are looking for extra help so that they may remain in their apartments. Sixteen apartments are handicapped accessible.

Home Rehabilitation Loan Program

South St. Paul HRA offers home improvement loans to low and moderate-income homeowners in South St. Paul. These low interest loans can be used to make general repairs such as roof replacement, furnace replacement and electrical or plumbing repairs or upgrades. Qualified applicants may receive up to $25,000 per single family home. Eligibility for these loans is based on family size and income.

Blighted Property Acquisition Program

The HRA has funds available to purchase homes which are in poor physical condition with safety and code violations and which are not suitable for rehabilitation. The property can be owner-occupied, condemned by the City or repossessed by FHA or VA. The home must be vacant upon acquisition and the sale must be voluntary.

Rediscover SSP

New Construction Program – Building sites are made available throughout the community for the construction of single family homes. Homes upon completion must be owner-occupied, adhere to Minimum Architectural Standards adopted by the HRA and meet a minimum value of at least $130,000.

Remodel Advisor Program – The Remodel Advisor Program is designed to assist homeowners and future homeowners with their remodeling needs. The Remodeling Advisor will meet you at your home or the home you are interested in buying to answer remodeling questions, discuss ideas and estimate project costs. This is a free service provided by the City of South St. Paul.
