South Concord Corridor Project

The HRA received a $40,000 Pre-Development Grant from the Metropolitan Council for the South Concord Corridor Project (South Concord from I-494 to the southern city limits). The planning firm of Bonestroo has been hired to conduct a market feasibility study and will guide a Steering Commitee through the six-month planning process. Community and business forums have been held to give the public the opportunity to provide suggestions and comments in exploring redevelopment alternatives for the area.

In addition, the HRA has purchased the former Furniture Barn & Car Wash property in the Corridor from Dakota County.

Stock Lumber Purchased

The former Stock Lumber site at 453 South Concord Street was purchased by the HRA in September 2010. Hazardous materials have been removed and the buildings will be demolished in Fall 2011.

HRA Receives $300,000 Environmental Protection Agency (EPA) Grant

In October 2009, the HRA received a $300,000 grant from the EPA to perform environmental assessments on property in South St. Paul. Landmark Environmental was hired to implement the grant that will be used to conduct environmental assessments on properties with potential contamination in BridgePoint and along North and South Concord Streets.

In addition, the HRA received a $200,000 EPA Grant and $387,773 grant from MN Department of Employment and Economic Development (MN DEED) for remediation of the contaminated soils at 455 Hardman Avenue (4.5 acre site between Sanimax and S&S Tree Specialists). The site is contaminated with petroleum, volatile organic compounds and metals. Cleanup is expected to take place Fall 2011.

Senior Housing Project

Demolition of the Thompson Heights school at 15th and Thompson Avenues has been completed. The Dakota County Community Development Agency (CDA) will be constructing a 60-unit senior housing facility (one and two bedroom units) on the site for individuals 55+. Six single-family lots will be also created within the development.
