Stockyards Sold to Interstate Partners, LLC
The 29.2 acre Stockyards property was sold to developer Interstate Partners, LLC on December 29, 2006. The developer has demolished the existing structures for the construction of two office/warehouse projects of 316,000 s.f. of a master planned business park. A public improvement project which include sanitary sewer, watermain, storm sewer, lighting and appurtenances has been completed. A new road was also constructed that connects Concord Street to BridgePoint Drive. It is anticipated that 400 people will work in the facilities.
As part of the Federal stimulus bill the U.S. Treasury Department recently allocated $20,949,000 of Recovery Zone Facility Bond authority to Dakota County. The county has the ability to reallocate the authority to local units of government and can then use it to issue Recovery Zone Facility Bonds. The HRA submitted an application for the Interstate Partners project and was successful in receiving a $7,500,000 allocation for the first phase of a 126,000 s.f. building for lease to office, warehouse and manufacturing businesses. Bonds must be issued by June 30, 2010.
HRA Receives $300,000 Environmental Protection Agency (EPA) Grant
In October 2009, the HRA received a $300,000 grant from the EPA to perform environmental assessments on property in South St. Paul. Landmark Environmental was hired to implement the grant that will be used to conduct environmental assessments on properties with potential contamination in BridgePoint and along North and South Concord Streets.
In addition, a MN Department of Employment and Economic Development (MN DEED) grant application is being prepared for the 4.5 acre site between Sanimax and S&S Tree Specialists on Hardman Avenue. The site is contaminated with petroleum, volatile organic compounds and metals. Our application is for $250,000.
Senior Housing Project
Demolition of the Thompson Heights school at 15th and Thompson Avenues has been completed. The Dakota County Community Development Agency (CDA) will be constructing a 60-unit senior housing facility (one and two bedroom units) on the site for individuals 55+. Six single-family lots will be also created within the development.
The CDA will not be taking applications for the new development until the groundbreaking has taken place in 2010.
