The South St. Paul HRA’s mission is to revitalize and maintain the city’s housing, provide decent, safe and affordable housing opportunities for seniors, families, renters, and homeowners and promote economic development efforts in the business community. This is accomplished through the use of federal, state and local resources.

NEW: HRA Offers Home Rehabilitation Loans at 0%

As you may know, the HRA provides home rehabilitation loans to income eligible South St. Paul residents to make repairs such as re-roofing, furnace replacement, electrical and plumbing repairs, insulation and siding.  In an effort to make a loan more affordable, the HRA recently reduced the interest rate from 6% to 0% effective January 1, 2014.

Eligible applicants must own their home, have sufficient equity in the property, taxes must be current, a satisfactory credit history and a gross annual income within the program income limits. 

Loan Features: 

  • Zero percent interest
  • No monthly payments
  • Repayable when the property is sold or you move out of the property.  Borrowers may be required to repay the loan if the home is refinanced or a home equity loan is taken out.

If you qualify, the HRA will inspect your home, prepare specifications and assist you in obtaining at least two bids for the work to be done.  Loan proceeds are kept on account for you by the HRA and payment is made directly to the contractors on your behalf when the work is completed.  An inspection of work in progress and upon completion is required before payment is made.

Downtown Redevelopment Project Area

With approval of the HRA Board of Commissioners, Planning Commission and City Council the HRA created a Downtown Redevelopment Project Area (DT Redevelopment Area Map) to initiate planning, stop deterioration and obtain funding for redevelopment.  The project area (centered around Southview Blvd.) stretches from 2nd/3rd Avenue on the east side to 14th/13th Avenue on the west side and from 2nd/3rd Street on the north to 3rd Street on the south.

Two properties on 7th Avenue North were purchased by the HRA and additional properties will be purchased as they become available and funding permits.  While there are no immediate plans for development, the City is open to new housing opportunities. The former Big John's property at 902 Southview Blvd. was purchased on October 2, 2013 and subsequently demolished. In addition, the South St. Paul Auto Specialists property is under a purchase agreement and will be acquired in April, 2014. The Project Plan will afford maximum opportunity, consistent with the needs of the City as a whole, for the redevelopment of the properties by private developers.  The redevelopment activities contemplated will help reduce blighting conditions in the area and provide an increase in employment and housing opportunities, as well as enhance the City’s tax base.

The Final Open House for the study area will be held March 27th from 5:00-7:00 PM in the City Council Chambers of City Hall. The Open House will summarize input from the previous open houses and discuss concept plans that have been drafted for the area.

Open To Business is program of the Metropolitan Consortium of Community Developers (MCCD) in partnership with Dakota County Community Development Agency, the City of South St. Paul/South St. Paul HRA and cities in Dakota County. MCCD provides one-on-one business counseling to current and prospective Dakota County entrepreneurs. Financing is also available to qualified applicants.
