Notice is hereby given of an opportunity for public comment on the proposed substantial amendments to the Dakota County Community Development Block Grant (CDBG) Program for Federal Fiscal Year 2013.
Proposed Substantial Amendment
The CDA 2013 Action Plan shall be amended to:
- Identify project location in the South St. Paul Acquisition/Clearance activity as 339 – 5th Avenue South to be acquired and cleared, with a budget at $44,148.

Public comments may be submitted orally or in writing to the CDA through December 15, 2013. Approval of the proposed amendments, subject to consideration of public comments, will be on the agenda of the Dakota County Board of Commissioners meeting to be held at the Dakota County Government Center, third floor, 1590 Highway 55, Hastings, MN 55033 on December 17th at 9:00a.m.
Downtown Redevelopment Project Area
With approval of the HRA Board of Commissioners, Planning Commission and City Council the HRA created a Downtown Redevelopment Project Area (DT Redevelopment Area Map) to initiate planning, stop deterioration and obtain funding for redevelopment. The project area (centered around Southview Blvd.) stretches from 2nd/3rd Avenue on the east side to 14th/13th Avenue on the west side and from 2nd/3rd Street on the north to 3rd Street on the south.
Two properties on 7th Avenue North were purchased by the HRA and additional properties will be purchased as they become available and funding permits. While there are no immediate plans for development, the City is open to new housing opportunities. The former Big John's property at 902 Southview Blvd. will be purchased on October 2, 2013. In addition, other commercial properties in the redevelopment area are vacant and starting to show signs of deterioration. The Project Plan will afford maximum opportunity, consistent with the needs of the City as a whole, for the redevelopment of the properties by private developers. The redevelopment activities contemplated will help reduce blighting conditions in the area and provide an increase in employment and housing opportunities, as well as enhance the City’s tax base.
The next step is to initiate planning for the Project Area.

Open To Business is program of the Metropolitan Consortium of Community Developers (MCCD) in partnership with Dakota County Community Development Agency, the City of South St. Paul/South St. Paul HRA and cities in Dakota County. MCCD provides one-on-one business counseling to current and prospective Dakota County entrepreneurs. Financing is also available to qualified applicants.
